The Celestial Bureaucracy is a government that oversees the gods, dragons, and spirits who command the natural world in Kara-Tur and similarly East Asian-themed lands. The Celestial Bureaucracy is headed by Yu-Huang-Shang-Ti, the Celestial Emperor of the Chinese Pantheon, and many powerful servitors answer to him in the Jade Palace on the plane of Mechanus.
Many of the important positions in the Celestial Bureaucracy are held by lung dragons, including the Chiang Lung, the li lung, the lung wang, and the t'ien lung. Like bureaucrats on the mortal plane, some of the Celestial bureaucrats are honorable and skilled, while others are corrupt or incompetent.
