WIP Spell Rasp

Spell Rasp
Level: 3
Components: V, S
Casting Time: 1 action
Range: Medium (100ft + 10ft/level)
Target or Area: One spellcaster, creature, object, or 30ft-radius-burst
Duration: Instantanious
Saving Throw: None
Spell Resistence: None

Similar to the more standard spell Dispel Magic, the spell rasp is used to degrade and attack many kinds of magical effects. The spell works as dispel magic with certain differences. Unlike dispell magic, spell rasp does not outright dispel a magical effect. Instead it attacts the spells and effects degrading them as if they were cast by a lesser spell caster.
Targeted Rasp: As Dispel Magic with the following changes. A dispel check is made similar to that made in a targeted dispel, but instead of using caster level the check uses the caster's spellcraft plus any dispel bonuses the caster might have that would normally apply to a dispel check. The target is the same as for a targeted dispel, however, if the check is successful the spell is reduced in caster level by the amount of success. This change in caster level changes all caster level dependent effects that have not already happened as of the time of casting the spell rasp. A targeted spell or spell effect may be dispelled if it is reduced to 0 caster level or below, or if it is reduced lower than the minimum caster level the spell can be cast at.

What happens if the decrease in caster level causes it to expire, i.e. if it has been going on for 6 rounds already, and the caster level is reduced to 5?

I know the answer, but you should probably state it explicitly in the spell.
