Where exactly in Sigil do slavers operate?

Since slavery is apparently legal in Sigil (Planescape material page references, anyone?), I'm wondering just where the slavers unload their goods. Obviously, you can get almost anything at the Gatehouse Night Market, but do they operate in the Grand Bazzar? Since the Free League call kip there, I'm thinking that they probably wouldn't look too kindly on the buying and selling of sentient beings. On the other hand, if the law is on the slavers' side, they might have to grit their teeth and bear it. Of course, they could find ways to make life... DIFFICULT... for the slavers in question! Your thoughts (and hopefully, specific Planescape canon citations for mentions of slavery in Sigil)?

(P.S. Seems like Neogi would be likely sellers!)

Not much specific to go on about slavery in the canon.

IN THE CAGE
(p 21) escaped slaves are often hung
(p30) Shemeska is probably involved in slave trade
(p 106) slave-trading houses in Hive
(p 114) gambling dens marked by OXOXO, slaves may be wagered

PLANESCAPE CAMPAIGN BOXED SET
(Ribcage) Slaves are criminals and debtors "borrow money, borrow chains"
(Hive) Secret slave markets

My impression is that slavery is not strictly illegals but is considered gauche and to be avoided by upstanding citizens. It's certainly not an environment like Dark Sun where slavery is out in broad daylight.
