Clever way to create statistics for touts...
Good for flavor reasons.
Why is it that you can take the feat only at 1st level?

What is a survival check? Do you mean Knowledge (Area: City)?

He means the skill survival. You know, to find food and stuff. Usually used in the wilderness, but if you're broke it makes sense in the city.

And I would think that he means "Knowledge: Local (Sigil)," but possibly history too.

Regional feats, based on a concept from the FRCS.

Regional feats are typically more powerful than standard feats, however-- that's why they're restricted by region and must be taken at first level.

Tout seems like a very good candidate for a General feat, to me.
