It's fine, other than the fact that it's missnamed. That is not a tiefling. Maybe some clueless berk heard that tieflings were some sort of demonically influenced creature and so started calling these things tieflings?

The stats are fine for a basic version of the tiefling without any special considerations towards origins and specific fiendish bloodlines. In a game where the DM doesn't want to consider those factors, it's probably the best stats for its use ever. We finally have a tiefling with stat modifiers (+2 int, +2 cha) that's similar to the 2e tiefling, as opposed to the disappointing 3e tiefling.

But I hate how all 4e tieflings appear as a matter of fact. Their horns are really ridiculous, and the way they're tails are too.
