Is Ogre Mage both his class and race, or just race? I'm kinda confuzzled.

Ogre mage is his race. In 2e monsters seldom had classes (though there were rules for ogre mage PCs in the Complete Book of Humanoids). I think Estavan might deserve one in 3e, but in the only place he's ever officially appeared he had no character class.
Ogre magi are supposedly distantly related to western ogres, but they're actually a subspecies of oni - that is, they're big, blue-skinned horned creatures from Japanese mythology, arguably a kind of fiend rather than a mortal, though they're not considered outsiders in the 3e MM.
Under 3e rules, Ogre Mage is a monster race. All Ogre Mage characters have 5 'levels' of Giant, a Level adjustment of +7, and further advancement by character class. You'd stack levels of Expert, Rogue, Sorcerer, or whatever on top of these existing 12 monster levels to develop a complete character.
