I'm trying to wrap my head around exactly how they work... how do you template a character from lv1? I don't have savage species just going off of info from the woc website.

Probably the templates in Savage Species that break critter powers into levels to allow PCs to take them at lower levels and 'grow into' the rest of their powers. From what I've seen those templates can be a little hard to balance correctly, and unfortunately - they *are* complex - enough to the point where I can't really answer the original question either.
It depends. If it doesn't have a level adjustment (like the aquatic template from Stormwrack) you could just apply it. If it does have a level adjustment, it's generally considered too powerful for use in a 1st-level game.
