Poll: Order of Knights Errant Direction

The way I see it, I have two ways to go from here with the Order of Knights Errant:

Either:
I revise and deepen the whole thing to make them a full Faction;
or
Various figures in the Order as a result of the recent Laugher bounty debacle have started pushing towards full Faction status, as a plot hook for ongoing usage.

Which way should I go?
