Is there anywhere the information about who owns the Chirper's?

The only thing I've found is that ten unknown merchants built it over a hundred years ago. Quite possibly, the same merchants still own it. As cosmopolitan and planar as Chirper's is, they were probably merchants of several different races: perhaps a mercane, a rakshasa, an ormyrr, a greater devil, an observer beholderkin, a lillend, an efreeti, a reigar, a lich, and a thendar, if you can imagine all those creatures working together. Or whatever species you think are likely. If some of them have died in the last century, then presumably their heirs now own those shares. Some of the owners may have bought out or extorted other owners into giving them their shares, and some may have sold their shares to outsiders.

But planars can live a long time, so it's likely that some of the original owners still own shares in Chirper's.

Actually, as long as I'm writing this, I might as well invent the owners myself. Of course this isn't remotely canon and you might decide to do things completely differently.

Abhilasha (male Fated LE rakshasa sorcerer 5) is a rakshasa merchant. He is still technically a servant of Kuvera, a rakshasa maharajah who rules a domain of wealth and splendor in the Gray Waste, and obediently sends his master a percentage of all of his earnings. However, he has not left Sigil for over two hundred years since he got on the bad side of Nairitya, the Maharajah of Dread, one of Kuvera's five hundred sons. Rumors say that Abhilasha stole something precious from Nairitya, either a precious relic or his daughter or wife, and the Maharajah of Dread, who has three heads resembling those of yeth hounds, has sworn to kill him the moment Abhilasha sets foot outside the City of Doors. Over a hundred years ago, Abhilasha and his nine business partners pooled their funds together to build Chirper's, a luxurious inn and shopping and entertainment complex in the Market Ward.

Melody Zannifer (female NE tiefling aristocrat 10) was a tiefling (with both baatezu and yugoloth blood) from Gehenna, part of a wealthy family in the city of Void's Edge. Given into an arranged marriage with a family allied to her own, she moved to Sigil after her husband died, bringing with her a young daughter and a considerable portion of her family's menagerie. It was Abhilasha's idea for Melody to put her animals to work as an attraction in the newly created Chirper's, to which she also contributed monetary funds. Melody died fifty years ago, and her share of Chirper's is currently owned by her granddaughter, Rain Zannifer.

Rain Zannifer (female Transcendent Order CN tiefling aristocrat 1) Rain, whose father is unknown, was raised by cephalyx nannies to carry on the family business. Since the deaths of her mother and grandmother, she has become a socialite who cares little for Chirper's or her grandmother's other business interests. Abhilasha is currently trying to buy her out, but Rain has resisted; perhaps she is holding out for a higher price. Abhilasha is getting impatient, and is considering blackmail or extortion to make sure he gets his way. Meanwhile, there are members of the Zannifer family in Gehenna who believe they are owed a share of Rain's inheritance, and seek an audience in Sigil's courts to prove it. Sigil's wealthy d'Arlen family is interested in marrying Rain to one of their sons, but Rain has shown more interest in playing the field.

Urduxxa ha-Zoab (female Sensate LN ormyrr) is a revolting wormlike creature bedecked in jewels and precious silks, stinking from some foul perfume only her own kind could appreciate. She is the great-great granddaughter of Undrux ha-Zoab, who helped found Chirper's over a century ago. She is often found in her private room or in the restaurant, smoking herbs from the Lower Planes. She spends far more money than she earns and is now badly in debt. She has already been forced to sell her mansion in The Lady's Ward, and may soon be forced to sell her share of Chirper's, probably to Abhilasha. To prevent that from happening, she is willing to invest in almost any scheme that looks likely to make her rich again, fast. If player characters need a patron for an expedition to a diamond mine in the Elemental Plane of Earth, they could do worse than petition Urduxxa.

Belstarte (female Sensate LE paelyrion) is a greater baatezu who owns part of Chirper's, masking her involvement with several layers of shell corporations. Even her partners know only that her share is owned by the mysterious Five Hounds Company, a group of financial speculators which is currently represented by a jackal lord named Akil. Further research might uncover that Akil actually works for the Ramshorn Company, a law firm run by the handsome half-devil Belpraxis. It is unlikely anything short of ransacking Belpraxis's office in the Clerk's Ward will reveal that the Ramshorn Company is secretly owned by Belstarte, the secret mistress of a variety of companies in Sigil. Belstarte is in Sigil purely for the purpose of corrupting mortals, but she finds vast amounts of money are an efficient way to do this. Her diabolic agents often hang around Chirper's looking for those vulnerable to offers of wealth or pleasure, offering them Faustian bargains.

Khuxes (LN Fraternity of Order observer) is an observer beholderkin who came to Sigil from Mechanus ten years ago, buying a share of Chirper's from the shator Moonglub, who was one of the inn's founders. While it once ruled an empire of mind-controlled thralls on a gear of its home plane, in Sigil it wishes only to observe the goings-on in Chirper's, looking for the knowledge and power needed to expand its home domain. Its home, beneath the inn, still contains the shator's old library, as well as numerous other magical and occult trinkets and oddities that it has picked up during its travels. Khuxes spends most of its time in Chirper's, silently watching. It speaks only if someone has something it wants, such as news of an important planar or magical secret that might enable it to conquer another Mechanical gear.

Almrun (female Sensate CN lillend bard 13) is a lillend bard who joined with the other investors to build Chirper's over a century ago. Her primary interest was Chirper's theater, which she paid for with gold she was given for a private concert with the dragon goddess Aasterinian 225 years ago. Almrun books most of the plays and musicians who appear on Chirper's stage. She herself hasn't performed in 200 years, since her voice was stolen by a rival musician (she is currently only able to make a chirping sound). She communicates through writing, and satisfies her artistic impulses through others.

Afifah al-Bakr (female Fraternity of Order LN noble efreeti) is an efreeti from the City of Brass, one of the oldest and once the most powerful of its noble houses. Since the rise of the current Sultan, Afifah's house has been in decline, and so she has come to Sigil in search of better prospects. Often appearing in the guise of a human or fire genasi, Afifah is in charge of running the day-to-day affairs of the inn, ensuring that it is well supplied and the employees do as they're told. She can usually be found in her office, scribbling in her book, or relaxing in a pool of magma. Of the other owners, she is closest to Almrun, who manages the inn's entertainment. Rumors have it they might be closer than friends. What no one but Afifah and a few select others know is that she has been bound to a lamp by a Sigilian sha'ir, and this is why she can never leave the inn.

Astara (female Xaositect CN reigar) is an ancient reigar who helped create Chirper's (adding many strange magical effects and uncanny sculptures to its various rooms) in order to make sure there was a beautiful and comfortable place for her to return to whenever she visited Sigil. She has been gone for a century with no named heirs, and Abhilasha is trying to invoke a clause in the original contract that allows the other owners to buy out the share of a shareholder who has been missing with no named heirs for 100 years. Since giving Abhilasha more power is the last thing she wants, Afifah has located Staros (male CN reigar), who is supposedly her brother, and needs someone to bring him to Sigil to prove his relationship to Astara or, failing that, to discover where Astara is.

Amunet (female Dustman NE lich sorcerer 12), named after one of the most ancient Egyptian goddesses, is a lich who has lived in Sigil for a centuries now, since the fall of the Kingdom of Nithia on Mystara. Though she normally appears in the guise of a dusky-skinned human, her true face is a polished ivory skull. Amunet helped found Chirper's but cares little about what goes on in it; her main interest is that it remains a safe haven for undead visiting the Market Ward.

Tallad (male Transcendent Order NG thendar ranger 9) was the only good-aligned founder of Chirper's. He was shown the plans for the inn by a representative of Undrux ha-Zoab and impulsively gave all of his savings to the cause before departing on a quest in the Lower Planes. He returned thirty years later and spent several decades struggling to ensure that the inn remained a safe place for travelers of all races and creeds. He has recently disappeared.

'Course I'll use them, your work is as good as canon. Cephalyx nannies, lol, imagine that. Sigil certainly needs more rakshasas and liches - only that raja Khan from Dungeon. I think I can find good pictures for most of them. Perhaps one arcane would dare enter the city.
