I understand that the Collectors only pick up bodies in the Hive Ward. Do the Dustmen take care of collecting the rest of the city's dead? Even in, say, The Lady's Ward?

Finding a corpse in the street would normally be a police matter. The reason the Collectors have to handle it in the Hive is because the Harmonium don't patrol there.
