If the whole planet is Lawful, how comes it has not moved to a lawful plane yet?

Because its on the prime material. Its not an Outer Plane. Therefore: It isn't as effected by Belief as, lets say, a Gate Town.

Ortho isn't yet perfect from the Harmonium perspective, which is why they came to the Outer Planes to begin with - to try to find the source of the troubling chaos that continued to infest their planet.

It's much more lawful and controlled than, say, Oerth or Toril, but it's not as lawful as Arcadia or Mechanus.

What Rip said. Plus there's the fact (at least in the Ortho writeup that Planewalker's developing under our Projects section) that up until the Harmonium came around - Ortho was about two shakes away from joining an Abyssal layer under the domain of Alzrius. That sort of mark doesn't fade easily.
