I declare to all that will listen that belief means and does nothing in the multiverse.
While indeed it appears that powers need people to believe in them to exist it stands to reason that this is simply not the case as someones beliefs would make even the smallest of lies a reality. The absense of the power of belief would explain why the outer never really coincides with the beliefs of the prime worlds beyond their gods who seem to come into being through the god pertitioning one way to the prime and the other to the outer. I declare that beings, entities what have you that primarily exist within the multiverse are some how release some kind of wave pattern through the fabric of reality, that in fact forms an abstract image or concept within an person or being that decieves the being into "believing" or imagining that what they think is in fact an orginal idea. There is never really such a thing as an orginal idea and ones own imagination is in fact imaginary.
This leads to the conclusion that events not only swing one way in the multiverse, from Inner through Etherial to Prime through Astral to Outer through Ordial to Inner and so forth. But also or perhaps only, Outer through Astral to Prime through Etherial to Inner through Ordial to Outer. The unity of rings says what goes around comes around, but in which direction does the ring spin? Why only one way, why not both? Can not a outer planar being reach the inner or prime throught the astral and the etherial without ever touching down on the Ordial? Why does it have to be the same for more abstract concepts?
The rule of three brings about the "three" fundemental laws of the multiverse. Which are Rule of three, Centre of all, Unity of Rings. There is no "Belief is absolute" or in fact anything along these lines, this seems to have been added out of nowhere. Most likely grown amidst the cacophonic Kriegstanz of other philosophies that a new philosophy emerged that was always considered true before it was properly analysed. I think that there is more powerful magic afoot than we had ever first realised.
