I have heard rumours of a new Planescape PC game being released sometime in 2008 that uses the same game engine as Neverwinter Nights. Can anyone confirm/deny these rumours for me?

There's been regular projects all over the place from fans that are trying to use NWN to produce a Planes game. For the most part those projects get about half way into development - then fall apart due to the normal exodus that fan projects get after all the volunteers realize this is *work*.
As far as I know there is *no* official/"produced by an actual game studio for real-people money" game in the works, and never has been since Torment came out.
I'd be quite curious where you got the screed on that though as I might be able to find you more details.
