I think Iavas meant to ask whether it was an actual, statted creature in PS. Which it is, mentioned in In the Cage: A Guide to Sigil . The next PW .pdf release, Denizens of the Lower Planes ( if and when it comes out), should include the 3E version of the Maladomini tiger:
"One of the few creatures of Baator that did not succumb to the twin rule of Order and Malice, the Maladomini tiger is an urban animal, feeding on petitioners that toil away in the mine pits and ruins of the city-layer.
It is a common superstition on the Lower Planes that a powder-paste made of Maladomini tiger’s teeth can be used both to increase male sexual potency, and as an abortion drug against fiendish pregnancies. A small, but fairly complex facility in Ribcage is in the business of grinding, mashing, packing, and selling the teeth. The product is mainly distributed in the Hinterlands and on fiend-ridden Prime Material Planes.

Right, that's the italicized visual description that goes after the stat block. What I posted here was the rest of the creature entry, the non-italicized part (up to the Combat section). Your illustration fits both quite nicely IMO.
