Magic Item Conversion

I've just started DMing Planescape (yes, after all these many years). A question came up on magic items created on Toril, based on 3.5 Edition. For example, Gloves of Dexterity come in +2, +4, +6 to the dex attribute. If you are on a plane where the -2 adjustment applies, is the step-down two levels or two increments, i.e., +6 becomes +4 (two levels) or +6 becomes +2 (two increments)?

Weapons and armor are easy to figure out from the tables; it's the other types of items that I couldn't find an answer to.

First, I'd like to say that I think those rules are highly cumbersome and don't really add much to the game. However, if you wanted to use them, I'd suggest that each +2 to the attribute be considered one "step" for power loss.
