How is law enforcement run in Sigil?

Do the Harmonium and Sodkillers control the police, or do the major players in the police force just happen to be members of those factions?

Oficially, (according to them) yes. In the case of the Harmonium, namers in the faction sometimes abused thier power, and thier control wasn't complete. It's likely some places in Sigil probably relied on hired security, do gooders, and law enforcement. Same is roughly true for the Sodkillers, but they are still consolidating power, so the lack of total control is a bigger thing.

Also, what would Sigil's laws on firearms be? I can see the Harmonium being anal-retentive enough to demand that everyone have a license to own a gun, but firearm licenses sound kinda redundant in a city where anyone who walks around unarmed is asking for trouble.

The answer really depends, I think. In a modern Planescape campaign maybe, but a big maybe, leaning strongly to probably not (the modern Planescape writers may have an oficial position on this, which I don't know of).

In regular Planescape, the answer is absolutely not. Too many people would be angry about it, and it's easy to argue that if they don't and can't regulate powerful magic, they shouldn't be able to restrict weapons.

So, all of the licensed weapons in D20 Modern should be changed to unlicensed. What about things like rocket launchers and heavy machineguns?

You could easily be arrested for being a danger to the public or for killing people if you used one and got caught (just like any other gun), but owning or carrying it probably isn't enforcable. There are lots of guns available on the planes (the salvage from the Blood War would make black market weapons dirt cheap), and a lot of big things besides tanks that make them nescesary and useful.

I can kinda see Mechanus and Arcadia requiring plane-specific licenses to own weapons, as part of their uber-lawful nature. Mechanus could have a ridiculous bureaucracy and a lot of red tape for obtaining licenses, while Arcadia could restrict ownership to Harmonium supporters and special cases.

Definitely. Carrying weapons in some parts of Mechanus and Acridia is probably a major pain even in classical Planescape. Just keep in mind that not all of acridia is run by the Harmonium. It is unlikely that all of Mechanus or Acridia forbids weapons, making carrying them legaly and then getting nailed for it later a real pain.
