Illegal factions/sects (pre Faction War)

Illegal factions/sects (pre Faction War)

I just wondered if any factions or sects are officially considered to be 'illegal' in Sigil and are thus banned by an formal decree passed by the Hall of Speakers or the Triad of Law (pre Faction War of course).

Possible candidates:
- Revolutionary League (Rather obvious. Most cells are probably considered to be terrorists/criminal organizations by most other factions)
- The Ragers (Their entry in MC2 says they were kicked out of Sigil one by one as their continuous challenges were seen as too dangerous)
- The Expansionists (The Lady acted directly against the faction and thus marked it as a major threat to Sigil. It's quite likely that most factions, or at least the Hardheads, consider them to be illegal till this day.
- The Incanterium (same as Expansionists)

Are these or any other factions 'illegal' in your games?

What loopholes could a forbidden faction use to get back their legal status in the Cage?
- Regroup under a new name
- Regroup but not as faction or sect but maybe a guild, social club
Any other ideas?

IIRC, there was a faction (or sect) in the "Great Modron March" that was fascinated by dissection and grafting on body parts (Called the Tachim(???)) I imagine they wouldn't be terribly welcome in the streets of Sigil

I imagine that any group that plots against the Lady would be short-lived in Sigil (whether they found a legal loophole or not)
The groups that threaten other residents of Sigil (e.g. Ragers, etc.) might be able to find some legal way to exist, especially if they didn't take too many actions while in Sigil) but I imagine that most of the other factions would be watching them like hawks waiting for them to slip up and be kicked out again

Yes, the Tacharim definitely wouldn't be very welcome either.

The Society of Locked Doors is also very likely to attract the wrath of the other factions (or any other Cager).

As I imagine it, the Hardheads would probably see themselves as the Ladies little helpers and thus try to enforce 'Her Serenities will' against any group that endangers Sigil from their point of view. And considering the lack of rights and harassment that even Indeps have to face in Sigil, they'd probably take a rather 'hardheaded' approach in such cases.

The Gyoxchuggi (sp?) from Faction War, tough it's not clear if they were a faction or a race

You make me curious. I've read through Faction War several times, but I seem to have missed the reference about the Gyoxchuggi. What does FW say about them or in which chapter can the reference be found?

I must have been very unattentive while skimming through the prologue as I seem to have missed the Sisters of Iron too.

I assumed gyoxchuggi was an archaic term for dabus. It could be almost anything, though if it was a faction or sect it should be capitalized.
