How would you have done it?

Greetings:
I've run Planescape for awhile and I've been thinking about how I want the setting, specifically Sigil to work years after the Faction War. I thought about alternative factions or other political groups coming into power. This got me to thinking; If I had to start from scratch, what would the whole setting look like?

Have any of you considered recreating Sigil from the ground up with entirely new factions, or perhaps run the setting at a time hundreds of years before or after the faction war? Is the Sigil in your campaign run by a different set of political groups, guilds, nobles or perhaps gangs?

Did you come up with any new factions? I considered inserting factions based on real world philosophical viewpoints. I thought an existentialist faction would be kind of interesting. Did any of you change the cosmology around, or perhaps make the cosmological models of the multiverse more ambiguous?

I think the "Sigil Advisory Counsel" is a reasonable government for Sigil immediately after the faction war, but it seems like a rather dull idea in the long run. Any thoughts?

Thanks

Existentialists? You mean the Bleakers? Eye-wink

And honestly we've had a number of folks pop up with ideas - the entirety of the Urban Planescape project for example. I've not run in like... *ever* so unfortunately I don't have many suggestions to pull out.
