Actually, since he's a drow, it's level 26, but yeah, any level 20+ character should have a backstroy of several pages at minimum, even if its just a list of things that have been killed by the guy.
Assuming the character is not on the prime (since that would be some other forum), and given the rarity of the drow on the planes (outside of a few realms), said character should very likely be the most powerful drow on whatever plane he currently resides in. I'd think about just what that might mean to the character, and then go from there.
Look into the character and find what IT would do. Go with the roleplay. I hate it when people play and siphon a character just to fit into a prestige class. Everything happens for a REASON. Make it make sense.
