i run a planescape game before faction war, and i want to use the feats of planescape 3e but many of them are post faction war, can someone tell me how i can use its.

Well, in fact, there isn't much material on the web for the pre-faction-war era. You could try getting the old Factols Manifesto, but that would be difficult. There's a little bit about them on Wikipedia, and of course the Encyclopedia here on the page.

Regarding the Feats: Most of the Factions are still the same, for the others you just have to change names and it will work, e.g. Sodkillers to mercykillers.

the Kriegstanz feats are acorde whit the planewalker ones, and the gods are OKej thx for the info Ordbyrht, other think planewalker and The Kriegstanz work thogeter or her rulez suplements are diferent.

how about the belivers of the source and the sing of one both was mind eye, how can i use the planewalker 3.5 feats in these both factions ?

I think most of the Mind's Eye feats will work for either faction (although they may require some adaptation). Philosophically speaking, the Mind's Eye are just what you get when you combine the Godsmen's focus on ascention and the Signer's focus on the self, and the two ideas have a lot of overlap. It may be up to individual DM's discretion.
Oh, and Link, no offence, but you should really proof-read your posts more thuroughly, because I can barely make out what you're saying half the time.

Uh... what? I'm sorry, I got the part about you being a Clueless, but I have no idea what that second sentence was about.
Also, apostrophes (') are used to denote possesion and contractions. Glottal stops (`) are used to denote a mid-word "dip" in speech, it's hard to explain and english doesn't really have them anyway, so you probably won't be using it.

As somebody else has already pointed out, The Factol's Manifesto contains nearly everything you'd need to know about the factions pre-faction war. I run my campaign pre-war, too (as well as pre-3.x, too ), and although the faction war lent a good "living" feeling to the campaign setting, waaaaay too much of the source material was steeped in faction lore that it seemed silly to just throw all of it out the window.
Another good guide to the factions is The Planewalker's Handbook, which has a great section of down-and-dirty guides to the factions of Sigil.
