Evil characters in Arcadia

Hello everyone.

I'm planning a Planescape adventure which will involve a travel to Mt Clangeddin in Arcadia. The players hasn't create their characters yet, and I have some doubts about their future creations. The problem with Arcadia is it's inhabitants intolerance with evil alignments. My question is - should I forbid creation of evil characters, or there is a way for evil PCs to enter and travel Arcadia and not being slain on sight?

I usually forbid evil characters on general principle. In my experience, they rarely contribute to the fun of the game. Anyway, Arcadians will often be judgmental enough about neutral or good characters that don't fit whatever rigorous mold that particular Arcadian hews to!

One alternative is to perhaps allow evil characters in places protected by lawful factions or gods who are part of a pantheon that has evil powers. Towns that engage in trade might also allow evil beings to come through, but likely be heavily watched.

Basically, if they want evil characters you can make it logical for them to not get murdered/imprisoned on sight. Just balance areas that require good behavior with areas where they can cut loose.

And remember that on Arcadia, the locals should have a LOT more difficulty accepting a chaotic individual than an evil one.

I always figured that there were small pockets of goblinoids (and other lawful but not necessarily good races) scattered here and there in Arcadia. They might not be immediately hostile towards evil characters but instead be sympathetic, given their race's natural tendencies.

The easy solution would be to just forbid evil characters outright, but I suppose that depends on how much you can count on your players to not always play up the evil bit.

I'm also thinking of giving them Harmonium salvus conductus or some friendly Harmonium companion. It will allow them to pass if they'll behave. Anyway, you gave me some interesting ideas to enrich the adventure. Thanks guys.

Depending on what powers, exactly, you decide to give the petitioners (and other denizens they may encounter), behaving + undetectable alignment may just do the trick.

Thank You very much Wicke. I'm definetely going to use Mining Company Seven Eyes and an displaced Acheron cube.

One more thing. I'm looking for some information 'bout Reorx's realm on Arcadia, The Anvil of Creation. All I found is a mention in wikipedia.
