Dragons in Sigil

Hey, I have been kicking around an idea for some time now and I wanted peoples opinions on it. So I have been researching and nothing I have read says anything about dragons in the Cage so I was thinking "If this city is a home for Modrons, fiends, Slaadi, and all mater of other strange creatures why not dragons?" So I thought, dragons have human forms, maybe they all have mansions in the Lady's ward that they purchased with their treasure hoards and they all are attended by a full staff of kobolds and host big parties with other dragons and are generally rich and posh. So what do you think? Any comments or suggestions would be welcome.

I could definitely see a gold or silver dragon being this kind of social butterfly. And often being seekers of knowledge, Sigil would make a good base of operations for them

It wouldn't fit so well (IMO) for a chromatic dragon as I imagine them as more isolationist/misanthropic. They would be constantly paranoid about the masses outside trying to get their hands on the dragon's horde

The only other con against the idea is that (with the exceptions of Tiamat and Bahamut), Planescape always struck me as minimizing the presense of dragons on the Outer Planes. I suspect that was more of a design "flavor" they chose rather than a strong reason to leave them out of the Great Ring

I love the idea of running a political campaign involving the different big players in Sigil and including amongst them a number of dragons. And it would certainly be more of a metallic dragon's game than chromatic. However...

White dragons, and to a certain degree black ones, are probably too bestial to fit in to Sigil's culture for very long before exposing themselves. And for the others, I'll echo Palomides and say they're probably too misanthropic, though I will say that you might see the occasional Red accompanying a githyanki.

Dragons, for me, always seemed like such Prime-oriented creatures. They might travel the planes, but it's not really their bag, you know? Then again, you'd only need a handful of dragons in Sigil. I mean, how many could the city really support?

I was thinking of running a campain in which the PCs start out as servents of a young red dragon banker who helps fund both sides of the Blood war and has recently drawn the ire of Sigil's good aligneded factions and sects. As for the level of dragon involvement, I was planning on having a few key dragon NPCs, mostly green and blue dragons as those are the most clever and manipulative dragons and would thrive best in Sigil's cut throat political world.

Not all dragons would be able to afford to live in the Lady's Ward. Some would, though.

I'm really liking the idea of dragons in Sigil. Something about the idea of an Athar Dragon really amuses me.

Or a Godsman dragon, actively recruiting a cult to worship him/her in an attempt to become a Power. (In this case, he/she doesn't actually live in town.) Probably lots of half-dragon followers. And other reptilian species.

Dragons could also easily be associated with the churches/temples of the various draconic deities.

There's always the steel dragon (3.5 example at that link), which prefers to masquerade as a human and live among the soft, squishy bipeds. Given their periodic need to slip out of town for a bit of binge-eating, Sigil must be terribly convenient.

Any steel dragon in the Cage probably has control of some kind over a portal or three to preferred hunting grounds across the planes, making it easier to keep their identities secret. Heck, one could just as easily arrange for large shipments brought directly to a portal into Sigil - as long as the money is good, anyone outside the city would assume all the food is probably going to taverns, the markets, or whatever; and once it's in the city it could go anywhere and be lost immediately. Cover it with a little legitimate business and you've got food laundering instead of money laundering.

Basically, I imagine a steel dragon in Sigil starting up a few shipping businesses as cover for its dietary needs, provided it feels the need to keep its identity secret in the Cage. Even if it doesn't, it would still be to the dragon's advantage to run such a business just to keep the money and food coming in at all times. If you're going to be shipping in so much food already you may as well turn it to your advantage.

Temperamentally, steel dragons are described as "hating creatures that disrupt normal life in cities" so they'd obviously be rather down on factions like the Anarchists and Chaosmen. Though they might want to keep out of faction politics entirely to help avoid of the spotlight. And post-Faction War and the closing/rearranging of the city's portals, any in Sigil might have skipped town to avoid being at the Lady's mercy in such a case ever again. Sigil would still be convenient for business, but they'd have more control over their comings and goings by settling down to live somewhere on the far side of a portal from the Cage.

Personally I'm not a fan of dragons, so I have considered only a few of them in Sigil, a kodragon, astral, faerie, chole, linnorm, or a lung dragon. I think Fated or Merkhant dragons would the most typical. There was that rust dragon in the Dungeon Magazine Sigil comic, also the shadow dragon at the Fortune's Wheel bar.
