I'm thinking of such things as a Bag of Holding, a Portable Hole, etc... and spells like Rope Trick. If I go to Sigil with a Bag of Holding loaded down with goods, can I get at them in Sigil, or am I outa luck 'til I leave?

Sigil has as many
Sigil has as many dimensions as it needs to have. These sorts of effects work fine as long as they don't allow you to exit or enter Sigil without a portal. Bags of devouring won't work, because they allow extraplanar predators to enter, but bags of holding are fine.
Of course, it being Sigil, your portable hole or bag of holding might become a portal in itself for as long as it remains in the city.

There has got to be stories
There has got to be stories of a basher who reached into his pocket for change, and found it to temporarily have become a portal to the Elemental Plane of Fire or the like. Now, as to necklace mishaps...
I'd let things like a bag of holding work, but not rope trick.
