Define "Charity" for Purposes of the Fated.

loose word.

does it just refer to giving monetary hand outs?

Or is giving a cure light wounds spell to a dieing man, or a rescue from someone being ganged up on "charity"

Anything that you don't get something out of, I'd say -- and a Fated shouldn't be giving what would otherwise be charity just for warm feelings, because raw charity wouldn't give him warm feelings. He shouldn't be taking it because to him it's humiliating, or it weakens him, or some other reasoning.

Rescuing someone being ganged up on may help keep your neighborhood safe. Is it worth the apparent risk to you to do that? If you're in some other city, why put yourself out? Do you want to get in good with the local Watch? Might vigilantism not anger them? These are the sorts of things that, stereotypically at least, will be going through a Fated's head when he's judging whether to do something for someone else.

If you're dying and want a CLW spell and don't have a penny on you, don't take charity -- follow the cleric around until you've paid him back, whether that's cash or saving him from similar harm. If you're the one with the CLW spell, you could ask for the cash; or you could tell the guy to spread your good name. On the other hand, in Sigil you may pass by a lot of dying street thugs bleeding out from a knife wound; what good would it do you to waste your daily spells on them? Besides, that would just be keeping the losers alive.

A Fated shouldn't be looking for justifications to take or give without payment; he should be actively looking for ways to avoid doing so?

Depends on the situation, generally I don't see them helping others in any way without expecting something in return. The good ones might help someone help himself, that would promote their philosophy.
