In game terms, how could you define "Apathy"?

What sort of context are you looking for? Numeric effects like if you're on the waste adn afflicted by it or... what?

I'm talking about the points Dustmen might get each level as said by Emperor Xan in his scalable faction thing for Dustmen, but the thing about Hades helps alittle.

*nod* Xan's faction thingies are.... odd. To be honest, not a lot of people here really use that system unless their name is Xan.

Personally I'd do something like a -1 to a characters will for each day in the Waste/'point' of moroseness they gather, along with a -1 morale bonus to proactive actions (like starting a fight, performance check, diplomacy and bluff checks, perhaps even casting a spell.) Clearly it's not something I'd suggest leaving on a character for long or they become unplayable,

I would come up with some rules relating to apathy, but I can't be bothered. It just doesn't seem important, you know?

That's only if they go overboard with it though. Bleakers are much worse about really falling prey to apathy. Dusties are just morose.
