I posted this over on Enworld but didn't get a lot of response. I figure it might be more appreciated here...
Well, it's a little late now that 4e is here and a lot of Planescape DMs may have moved on from 3e. But I used affiliation rules from the PHB 2 to create pre Faction Wars stats for Factions if anyone is interested.
I'm not a big rules content creator but I tried to stick to the
construction method in the PHB 2 for building custom affiliations. I
also referenced the 2e Factol's Manifesto to get the right flavor per
faction and keep the faction benefits as close as I could to 2e.
It may seem overpowered but I did my best to stick to what the PHB 2
says. I'm not very good at gauging this kind of stuff but I think I did
ok. Please check it out and feel free to give any suggestions. I'm not
a writer either so my grammar/spelling may be pretty bad.
I used excel and it's not very pretty. But if anyone wants to spice it
up to make it look more like a PS book, I can give you the excel file.
BTW, there is also an affiliation I created for the Planewalker Guild.

I was going to do the same thing soon, after it was suggested to me to use the affiliation rules in another thread.
Your work is definitely a great help. Maybe I'll alter some things like giving namers some abilities as well for the game I'll (hopefully) be running soon.
