Zapan is the Minister of Immortal Relations in the Dark Eight. He runs Baator's
diplomats to othr outsider races, sending ambassadors to the
yugoloths, the Archons, the various gods of evil, and even the
Tanar'ri. He seeks to make alliances, pacts, and treaties with the
other races while making sure that Baatezu interests are advanced at
their expense.
