The one permanent inhabitant of the World Serpent Inn is the barkeep Mitchifer.
Speculation runs rife that Mitchifer is a refugee of one cosmic Faction or another, or perhaps even a Power or former deity in his own right. There have been reports of his death over the years, but he has always returned.
