Chih Sung-Tsu is Lord of Rain in the Chinese Pantheon. He appears as a very muscular man wearing a blue war helm and a badly rusted suit of scale mail, riding on a storm cloud.
Chih Sung-Tsu is a greater deity of neutral alignment. His realm is on the Elemental Plane of Air. His animal is the seagull, and his colors are gray and blue. On the spring equinox, he receives sacrifices of spilt wine.
