A few days hike from the Bedlam portal, the Screaming City is a vast metropolis built inside a single massive cavern, the tallest spires reaching miles into the air. The whole thing seems to be constructed of fluted black crystal which rings delicately when struck, although visitors claim that the stuff's harder than Baatorian steel and doesn't wear or chip even when blasted with high-level magic. What's more, the City seems to be entirely deserted – no one and nothing - not even shadow fiends or Blood War deserters - makes its kip inside.

There's good reason for this, though - when the Winds get up, the entire burg turns into a giant musical instrument, playing maddening, chaotic tunes entirely made up of piercing screams. They've been reliably reported to be even worse than the howling of Pandemonium itself, drilling into a sod's brain-box faster than an illithid at an eating contest and driving him barmy. Worse still, there've been accounts of cutters who've been made addle-coved by the screams just fading away into nothingness, their barmy raving joining the eternal chorus of insanity.

Lower Planes screed-merchants, mostly tanar'ri who make a living out of the Howling Plane, have also attached countless other darks to the place over the years - that the Screaming City is the lost realm of some long-dead Power, the creation of a mad baernoloth, or simply another aspect of the madness which is Pandemonium's most enduring feature. Simply put, no one knows what the City is, who created it, or what in Sigil it's for. Just another mystery of the planes, cutter.
