Physical DescriptionThe human known as Barking Wilder is approximately 6 feet tall with long (usually) unkempt hair of changing colour; last known to be shocking blue. Barking Wilder originally had blue eyes, although the once unsettlingly strong sapphire blue has recently changed so that his eyes rarely keep one colour for more than a few days (frequently hours).      Barking Wilder can be clearly identified in many ways. First, he will likely be one of the most vividly dressed citizens you see walking the streets of Sigil. If this is not enough, reports have indicated that a large symbol displaying the Xaositect emblem tattooed on his chest. Finally, he can usually be identified by the large number of chaosmen who follow him around like flies around a corpse.

Criminal Activities ReportedDUE TO THE EXTREME NUMBER OF CRIMES COMMITTED BY THIS CITIZEN, ONLY THE MOST RECENT WILL BE DISPLAYED.

  • Over 300 accounts of theft in the last 2 cycles, 128 of which are still unproven.
  • Countless acts of vandalism in the city of Sigil
  • Organizing an attack on the Courts involving bananas, glove-puppets and a vast quantity of hungry fire Mephits.
  • The abduction and consequent shaving of 12 simians (Chimpanzee variety)
  • Escaping from and returning to prison a total of 74 times during a 3 month term of incarceration.
  • Inciting gang warfare during the Faction War.
  • Resisting arrest. This applies to every time he has been arrested except for one notable time. On this occasion he agreed to be imprisoned because “The beds are so much more comfy.” He subsequently disappeared in the early hours of the following morning before he could stand trial.
  • Intoxication whilst herding a pack of Rothe around the base of the Spire.

Outstanding Warrants There are currently 23 warrants out for the arrest of Barking Wilder.

Case History Information on the Xaositect ‘Barking Wilder’ has been pieced together from interrogations of acquaintances and associates, primarily those who are part of his personal gang of Chaosmen.      Barking Wilder was reportedly born in the Hive but was sold at an early age into slavery after his parents were killed during a Tanar’ri/Baatezu clash many years ago.      Allegedly owned, until recently, by the Tanar’ri, Barking Wilder endured torture and torment almost all of his life in a demonic death camp believed to be based in Thanatos in the Abyss. The rumours of his escape are somewhat confusing. It is alleged that he was possessed by a Baatezu, but even this would surely not be enough to allow one mortal to not only escape the camp, but also to single-handedly destroy the Balor commanding it and many of the Tanar’ri that guarded the complex. It is my belief that these reports are merely myth built up by those who have come to idolise Mr. Wilder.      Regardless, Barking Wilder came to Sigil broken both mentally and physically. Interrogation of Xaositect ‘Ixilin’ [Case No. 155412.336.PLGI22145] yielded the following background information. This small Gnome took it upon himself to care for Barking Wilder. Ixilin indicated that he could "smell chaos oozing from the man" and that was what caused him to do this.     After several months, Barking Wilder was part of the Xaositect faction. According to Ixilin, he was not so much inducted as appeared one day. At this point we were forced to release Ixilin as we could not convict him of any offences. Over the course of the next few months we managed to infiltrate Harmonium Agent Jerec into Barking Wilder's gang of Chaosmen. The so-called ‘Starved Dogs Barking’ are a very old group of chaosmen that were originally named the ‘Starved Dogs’ until Barking Wilder took exception to the previous leader and killed him. Questioning of Zai Zimmerman, one of Barking Wilder's most trusted friends revealed that the previous leader had tried several times to have Barking assassinated for fear that the Chaosman would one day try and usurp control of his gang. In a twisted way, this proved to be correct. Barking Wilder assumed ‘control’ of the Starved Dogs and has been their leader ever since.      Our agent managed to send us information on the alleged prophetic abilities of Barking Wilder. Many reports have been circulated that Mr. Wilder is able to predict with perfect accuracy (but rarely perfect clarity) events that will have a major impact on anything from one person to the whole multiverse. He apparently predicted the Faction War, hence his gangs survival with relatively few casualties. Although it would appear that this talent is indeed a gift from some divine source, Jerec remained sceptical of the mad prophet. The last report from Jerec indicated that his inability to blend in with the chaotic temperament of the other Starved Dogs was starting to be noticed. Before we could extract him, he went missing. The Harmonium is offering a reward for anyone with information regarding this, or to anyone who can give the location of Zai Zimmerman, the prime suspect in Jerec's disappearance.

Known AccomplicesZai Zimmerman (Pl / Male Tiefling / Ranger 5 Shadowdancer 2 / CG)One of the oldest members of the ‘Starved Dogs’, Zai has become quite adept at catching Anarchists who infiltrate the SDB. His ability to follow those he views as suspicious makes him a very valuable member of the gang.

Foggy Dog (Pl / Male Half-Elf / Rogue 3 / CN)Foggy is Barking Wilder's voice when Barking cannot be bothered talking to people. The crazy half-elf babbles so incoherently that many who seek to speak with Barking give up very quickly.

Kaz Bexilor (Pl / Female Elf / Bard 4 / CN)Nicknamed ‘Howler’ due to the fact she dances around Sigil singing away to herself while playing a lyre, she has a surprisingly pleasant voice for a Xaositect. She is one of Barking Wilder's favourite minstrels.

Woofy (Pl / Male Advanced Krenshar / 6HD / CG)Called ‘Puppy’ by Barking Wilder, this Krenshar is loyal and can usually be found stalking the immediate vicinity of Barking. It understands the common tongue but cannot speak. Barking has also taught it a number of tricks.

Suggested ActionIn the case of Barking Wilder, it is suggested that further investigation is attempted. Removing this prominent figure from the public view would cause more damage than allowing him his freedom, for now. Remain vigilant, despite his indefinite immunity this Xaositect is highly dangerous and should not be allowed a free run of the city.
