What are it's in game benefits? Reflex save bonuses? AC bonuses? Also, for an item that lets you see into the future it seems a little underpriced.

I would say that the item is similar to the way Ciphers deal with things. It allows a quick glimpse of the future just barely before it happens. Enought to allow a better dodge, but not enought to use for predictions, fortunetelling, or the like.
I give it a +1 AC, +1 RefSave (This places it between the prices listed in the SRD for Bracers of Armor -Price 1,000 gp (+1) or 4,000 gp (+2).
