Modron Scope-Lens of the Horizon

The aqua-marine lens of this scope is a drop of water from Oceanus. The drop has been frozen with a view of Elysium's skies on its surface, giving anyone who sees through it the ability to see objects at an incredible distance. It increases the wearer's ability to hit, but it reduces their ability to focus on objects that are less than 10 feet away.

This, like many items, has been imported from a previous version of the site. Evidently not all of the stats survived the conversion process. I would say that you have hit the nail on the head as far as stats and item slot are concerned.
Sorry there was a stutter in getting the info converted, please keep pointing out any missing dat so I can fix it!

It's not so much that the stat's didn't make it - as these were the only stats I had in the database and the original author hasn't stepped up to claim them. There may be something in older versions of the site though so I'll be poking around on archive.org.
