This seems a little strange, usually items don't provide a stacking armor bonus. This would seem to indicate and armor bonus to AC, not defelction or otherwise. Perhaps a +1 when used with light armor? I don't think it should stack with heavier armors, as they're stronger than the cloak itself. Anything that could pierce full-plate is going to rip through a 90gp cloak as well.
